店舗流通ネット株式会社

Store Distribution Net, Inc. (Minato-ku, Tokyo; CEO: Minoru Ishii; hereafter "Tenko Ryutsu Net"), which provides comprehensive support for everything related to people and towns, has concluded a partnership agreement with Bogor Province, West Java, Republic of Indonesia (hereafter "Indonesian local government"). The Indonesian local government will invite applicants to acquire a specific skill qualification in the food service industry, and the local vocational training school, local four-year university, and the industry-academia-government collaboration of Tenko Ryutsu Net have launched the "Foreign Human Resources Education Ecosystem Building" project (hereinafter "the Project") and begun accepting applications from participating companies.

Partnership Agreement Concluded

Outline of the "Establishment of an Ecosystem for Foreign Talent Education" Project

This project aims to develop future management candidates and global human resources with high culinary skills by providing unique Japanese conversation education (*2) and knowledge of restaurant management (*3) to those with high aspirations and potential (*1) who wish to acquire specified technical skills in the food service industry and who aim to acquire the second degree after coming to Japan. The goal is to develop future management candidates and global human resources with high culinary skills. By establishing a "foreign human resources education ecosystem" in the region, we will help solve social issues faced by developed and developing countries and contribute to the SDGs of the companies participating in this project.

Focus of the "Establishment of Foreign Talent Education Ecosystem" Project

1. human resources x education

The project will create "the future of overseas Japanese language education without Japanese teachers" through the cooperation of the Indonesian local government, local four-year universities, vocational training schools, Indonesians who have lived in Japan, local Japanese volunteers, and others. Utilizing our experience in communicating with foreign human resources gained as a registered support organization, we will provide Japanese language education (test preparation and Japanese conversation skills) that can be immediately effective even in the absence of Japanese teachers. The education will include not only general school-style classes, but also programs emphasizing Japanese conversation skills that incorporate video clips and games.

2. human resources x mobility

We aim to maintain sustainable and rewarding employment relationships so that we can achieve SDG target 8 "both job satisfaction and economic growth" together with the companies participating in this project. After entering Japan with "Specified Technical Skills 1" status of residence, we will provide online training in store operation, which is the subject of the "Specified Technical Skills 2" examination, and support them to work in Japan for a long period of time. We are also looking into supporting overseas expansion (company establishment) when they return to Indonesia in the future.

What is the foreign human resources education ecosystem?

(*1)IQ test, aptitude test, and a written test on management thinking and career planning

(*2)PBL (Project Based Learning), videos, games, Japanese exchange, online conversation education, etc. will be implemented.

(*3)Based on the "Store Management" textbook, which is included in the Specific Skills 2 exam, we will also provide online training that includes practical knowledge of our own restaurant opening and consulting services.

(*3) Online education based on the "store management" textbooks that appear on the Specified Skill 2 exam, with practical knowledge of our unique consulting services for opening restaurants

Background of the Partnership

Japan's working-age population is projected to decrease by 29.2% in 2050 compared to 2021. In order to cope with this serious labor shortage, and because there are approximately 700 million "Working Poor" in ASEAN countries, Store Distribution Net has been working to accept foreign human resources and provide them with opportunities to play active roles. And currently, the hiring of specific skills in many restaurant businesses is concentrated on mid- to long-term residents in Japan and those with part-time work experience in Japan. If this trend continues, it is feared that the ratio of job offers for those who can make an immediate impact and holders of the specified skill No. 2 status of residence will increase, accelerating the problem of foreign human resources being concentrated in food and beverage companies with high salary conditions and in large metropolitan areas.

Under these circumstances, we will work to promote potential employment to Japanese food service companies through free placement fees, pre-entry education (foreign human resources education ecosystem), and post-entry training (support for Specified Technical Skills II) so that we can grow as a project that produces the largest number of Specified Technical Skills II foreign human resources in Japan. We will continue to work on this project.

The specific skills in the food service industry are highly versatile and can be used not only in general restaurants, but also in a wide range of other fields, such as take-out restaurants, catering and delivery restaurants, catering services, and the food and beverage departments of hotels and inns. In the food and beverage sector of hotels and Japanese-style inns, we will develop services based on both a market-in approach to meet recruitment needs and a product-out approach to solve recruitment issues, and we will also provide support for changing to a lodging industry specific skill status of residence in the future.

From Yuki Nakanishi, Head of HR Business, Tenjo-Ryu Net Co.

-Thoughts on the Partnership Agreement

It is a great honor for us to have this valuable opportunity. Up until now, we have focused on business with registered support organizations for specified skills 1, but we are keenly aware of the need to focus on support for specified skills 2 in the future. We will continue to differentiate ourselves from our competitors so that we can provide as many opportunities for foreign human resources to work in Japan as possible.
