East Japan Railway (JR East) will back up this project and prepare 60,000 copies of the pamphlet, which will be distributed simultaneously at stations mainly in the Tokyo metropolitan area in the JR East area and at tourist-related facilities in Ito City.

Advertisements will be placed on Tokai buses running within the city, and a map of stores will be posted at the information space at Izukyu Izukogen Station to promote "Omuroyama Sweets".

The Ito Chamber of Commerce and Industry serves as the secretariat of this organization, which consists of about 40 businesses that operate sweets stores in Ito City.

Since Ito City in Shizuoka Prefecture has the highest number of sweets shops per 1,000 people in Japan (according to the Ito Chamber of Commerce and Industry), the organization was formed with the aim of communicating nationwide that "Ito is a city of sweets".
