Reasonable Accommodation Guidebook
Tsuchiya Corporation is a social business enterprise in the field of nursing care, and its main business is "home-visit nursing care services for people with severe disabilities," which it provides in 47 prefectures throughout Japan. In addition to taking advantage of these strengths, employees with severe disabilities (CSR Council Support Department) and the Reasonable Accommodation Promotion Committee have taken the lead in creating and publishing a practical guidebook that includes the perspectives of people with disabilities.
At the same time, we also held in-house study sessions to explain the contents of this guidebook, and are promoting efforts to realize a work environment free of discrimination and barriers. We will continue to provide training and other programs to promote reasonable accommodation in our company.

<Background of the creation of the Guidebook
According to the revision of the Law for the Elimination of Discrimination against Persons with Disabilities, "reasonable accommodation" for persons with disabilities has been changed from an "obligation to make efforts" to an "obligation" for private enterprises in April 2024 and thereafter. In response, the Reasonable Accommodation Promotion Committee prepared and published the "Reasonable Accommodation Guidebook for Employees" and distributed it to all employees in June 2025, with the aim of creating a workplace where all employees can work with peace of mind.
<About the contents
This guidebook aims to deepen understanding of "reasonable accommodation required in the workplace. In addition to basic knowledge based on the law, the guidebook includes specific examples and responses that are useful in actual work situations, and is designed to ensure that appropriate accommodations are made within the company.
The contents can be used for training, explanations to new employees, and as a resource when there is doubt about a decision in actual work.

The Tsuchiya Group is not only responding to the revision of the Law for the Elimination of Discrimination against Persons with Disabilities, but is also promoting efforts to realize a symbiotic society based on the Tsuchiya Model of Reasonable Accommodation through the preparation and publication of the Reasonable Accommodation Guidebook and holding study sessions.
Tsuchiya's reasonable accommodation aims to eliminate, to the extent possible, the difficulties in living and working that everyone has, regardless of whether or not they have a disability certificate.
The study session provided an opportunity for each employee to rethink what "consideration" means from his or her own perspective through constructive dialogue, sharing the importance of mutual reasonable "accommodation" in terms of differences in the way people perceive and respond to requests for consideration.
The guidebook includes a wealth of examples of reasonable accommodation based on the characteristics of disabilities, in addition to the voices of the employees concerned and innovations in the workplace. In the future, we plan to create a guidebook not only for employees, but also for users of our services that will be easier to understand.
