Digital Lab Ichinoseki, a general incorporated association in Ichinoseki City, Iwate Prefecture that supports management reform and the growth of local companies through DX, together with Ichinoseki City and the Iwate Prefecture South Technology Research Center, will hold a seminar (Ichinoseki City IT Human Resource Development Program Project) on Wednesday, December 17, 2025, for executives, managers and engineers in companies in the city to discuss IT utilization. The seminar will be held on December 17, 2025 (Wednesday) in cooperation with Ichinoseki City and the Iwate Prefecture Southern Technology Research Center.
This seminar will be held in conjunction with the 266th Industry-Academia-Government Evening Research Exchange Meeting by the Iwate South Technology Research Center.

The environment surrounding local small and medium-sized enterprises (SMEs) is becoming increasingly severe due to the outflow of young people from the city, labor shortages, and soaring raw material and energy costs. To address these challenges and achieve sustainable regional growth, the promotion of DX utilizing IT and IoT is indispensable.
In this seminar, we have invited three front-line experts who are leading DX promotion nationwide.
The lecturers, each with a proven track record in their respective fields, will speak on topics ranging from DX support for local governments and financial institutions, to unique approaches that fuse culture and technology, as well as practical know-how to support companies in improving operational efficiency.
Specific case studies and practical approaches will be presented from the three perspectives of management reform, regional DX, and practical digital utilization, allowing participants to understand the necessity of DX and gain hints for improving their own productivity and business efficiency.

About the speakers
Mr. Kenichiro Aizawa (President, Time Capsule Corporation/Yokosuka Valley Board Member)
Born and raised in Yokosuka, Japan. He graduated from the Faculty of Law, Meiji Gakuin University, and started his own business at the age of 19, opening a bar on Dobuita-dori.
In 2013, he founded Time Capsule Inc. in Ogaki City, Gifu Prefecture, and has been involved in the development of more than 300 smartphone apps, which have been downloaded more than 10 million times. His early hits include "Chabudai Kesho" as well as "Abepyon" and "Yokohama F. Marinos Collection Card".
He teaches application development at Gifu Commercial High School and Tono Jitsugyo High School. His management philosophy is "to create a society where people with enthusiasm can take on challenges anytime, anywhere. Co-author of "Municipal Industrial Policy for the Future: Human Resources and Jobs Fostered by Cities.

Mr. Daiki Bando (President, Gene Co., Ltd.)
Mr. Bando graduated from the Graduate School of Interdisciplinary Information Studies at the University of Tokyo in 2017. While a student, he started his own business in data science. As an executive officer of a local development startup, he promotes product development and corporate DX collaboration.
In 2020, he founded Gene Inc. with the aim of realizing "Digital Japan". Since then, he has supported DX in various industries including apparel, consumer cooperatives, regional newspapers, and government agencies. In order to explore the essence of "Japaneseness," he studied tea ceremony under the Obaku Selling Tea School and received the tea name "Bando Rinbo" (坂東凜甫).

Nobuhiro Aoyagi (President, Siwakee Corporation)
Mr. Aoyagi has worked as a research assistant at a government think tank, an IT consultant, and a board member of a venture company since he was a graduate student, and established Green Willow Inc. in 2010. He practices IT Governance, Risk Management, and Compliance (IT GRC) based on Information Security Management, Software Quality Management, IT Service Management, and Software Development Lifecycle.
He helps global companies to realize their DX strategies. founded MyDataJapan, a general incorporated association in 2019. founded Siwakee Corporation in 2021. served as the drafting committee secretariat for JIS Q 27701 in 2022-2023 and JIS X 22739 in 2024-2025. He holds a B.A. (Social Sciences) and M.A. (Commerce) from Waseda University.
